Immigration Quota Act

Immigration in the early 20th century was extremely high relative to 19th Century levels. The First restriction was the Immigration Quota Act of 1921. This limited European immigration initially to 3 percent of each country's foreign-born population in the U.S. as of the most recent census. This restriction was subsequently reduced to 2 percent of each nation's number of foreign-born residents as of the 1890 census. This shift had the effect of discriminating against those from Southern and Eastern Europe, who came to the U.S. primarily after 1890.
